Abstract
This study aim to analyzed how big the role of international rules against national rules, especially the law enforcements to starting from the polices, prosecutors, courts and prisons in handling children in conflict with the law. This research uses empirical legal research methods, in the form of evaluative research, which is carried out by conducting library research and field research. The results of this study indicated that the role of international rules in the protection of children, including children who are in conflict with the law, starts from the Declaration on the Rights of the Child, Convention on the Rights of the Child, ICCPR (International Covenant on Civil and Political Rights), ICESCR (International Covenant on Civil and Political Rights). Covenan on Economic, Social, Culture), Beijing Rules, Havana Rules, Riyadh Guideline, Tokyo Rules to the rules that apply in Indonesia starting from the Correctional Law, the law on the juvenile criminal justice system, the law on child protection are interrelated but there are still some international rules that are not in accordance with national rules, including the implementation in the field.
