Abstract
This study aims to analyze the direction and design of social interventions and obstacles in encouraging tourism development in Siompu District, South Buton Regency. The research method used is descriptive qualitative with a phenomenological approach. Data were obtained through interviews, observations, and documentation studies which were then analyzed using a data analysis process through three stages of data analysis by Miles and Huberman, namely data reduction, data presentation and drawing conclusions. The results of the study indicate that effective social interventions involve local community empowerment, human resource training, cultural preservation, and collaboration between government, private sector, and local communities. The community-based tourism development model is considered strategic in creating sustainability and a sense of ownership of tourist destinations. This study concludes that the success of tourism development in Siompu District is largely determined by inclusive social interventions, tourism education and training, and structured promotion. The obstacles in tourism development include limited infrastructure, lack of public facilities, lack of transportation and accommodation facilities, limited human resources (HR) of local communities, and lack of access to digital-based marketing. Recommendations are directed at strengthening community capacity and synergy between actors in the tourism ecosystem to improve local welfare and regional competitiveness
