Abstract

This research was based on the launch of the Smart Indonesia Programme or Program Indonesia Pintar (PIP) through Presidential Instruction Number 7 of 2014, which was implemented through the Indonesian Smart College Card or Kartu Indonesia Pintar-Kuliah (KIP-College) specifically for college students. KIP-College is an educational assistance program for high school, vocational, and equivalent students with economic limitations to continue their studies to higher education for free. The goals of this research are: (1) Is there any effect of the KIP-College Program on increasing students’ learning motivation at the Polytechnic State of Pontianak? And; (2) Is there any effect of the KIP-College Program on improving students’ learning achievement at the Polytechnic State of Pontianak? Data collection was carried out using a questionnaire which was then processed by data processing software (v25.0). The data processing results were obtained with R-squared = positive (0.282). F-value 38.448, significance score 0.000 < 0.05 and t-value (6.201) > t-table (1.987), showed that KIP-College affected the students' motivation. Another calculation also indicated that KIP-College influenced students' achievement with R-squared = positive (0,233), F-value 29.766, significance score 0.000 < 0.05, and t-value (5.456) > t-table (1.987).
