RESTRUKTURISASI ORGANISASI SEBAGAI STRATEGI PENINGKATAN KINERJA PERUSAHAAN BADAN RISET DAN INOVASI DAERAH KOTA MEDAN

Abstract

This study aims to analyze organizational restructuring as a strategy for improving performance at the Regional Research and Innovation Agency (BRIDA) of Medan City. The study is motivated by the demands of bureaucratic reform and the strengthening of regional innovation systems, which encourage changes in organizational structures and institutional functions. A qualitative approach with an intrinsic case study design was employed to gain an in-depth understanding of the restructuring process and dynamics within a public sector organization. Data were collected through semi-structured interviews, non-participant observations, and documentation studies involving structural officials, functional officials, and administrative staff within BRIDA Medan. Data analysis was conducted using the Miles and Huberman interactive model, consisting of data condensation, data display, and conclusion drawing and verification. The findings reveal that organizational restructuring is perceived as an effort to reorganize roles, functions, and coordination mechanisms, leading to greater task clarity and work effectiveness. Restructuring also contributes to strengthening organizational capacity and fostering an innovation-oriented culture, although challenges remain in employee adaptation to change. Furthermore, restructuring has a positive impact on organizational performance, particularly in aligning research and innovation programs with regional development priorities. These findings emphasize that organizational restructuring extends beyond formal structural changes and significantly influences organizational culture and overall effectiveness.
